Prepared by the Subcommittee for Revision of ASCE Manual 81 of the Standards Committee on Atmospheric Water Management of the Standards Development Council of the Environmental and Water Resources Institute of ASCE Guidelines for Cloud Seeding to Augment Precipitation provides practical details of using the cloud seeding technology. This newly revised manual incorporates pertinent background on the science and practice of weather modification by cloud seeding to augment precipitation. Topics include the societal, environmental, and economic aspects of precipitation enhancement by cloud seeding; legal aspects associated with weather modification operations; scientific basis; cloud seeding modes; and instrumentation and status of precipitation enhancement technology. The volume also includes an executive summary addressing the complex issues that arise with the development and application of the cloud seeding technology. This manual will provide water resources managers with the resources to make decisions regarding the use of cloud seeding to increase available water supplies.

Abstract

The early nineteenth century was a time of great change as the United States transitioned from the colonial era to the industrial age. Benjamin Wright’s engineering career spanned the better part of that time from 1790 to 1840.In Benjamin Wright: Father of American Civil Engineering, Steven M. Pennington chronicles Wright’s life and varied career from country surveyor to his early work on America’s railroads. After surveying the Mohawk River for navigation improvements and supervising the engineering of the Erie Canal project, he then went on to contribute to such projects as the Chesapeake and Delaware Canal near Philadelphia, and the Chesapeake and Ohio Canal near Washington, DC. From the capital city, Wright advanced his engineering practice as America grew and viewed its manifest expansion to the West.Throughout his life and work, Wright’s personal connections, politically, socially, and technically, were far reaching. Wright understood the mechanics and connectivity of how politics and economics demonstrated themselves. He worked with leaders across the business and engineering communities to make a lasting social, economic, and historical contribution.Benjamin Wright understood the necessity to establish an organization of practicing engineers to stimulate technical, business, ethical, and professional attitudes. In 1839, he participated in organizational meetings of what would become the American Society of Civil Engineers which, in 1970, designated him the "Father of American Civil Engineering."

Abstract

This volume examines the agency of second/foreign language teachers in diverse geographical contexts and in both K-12 and adult education. It offers new understandings and conceptualizations of second/foreign language teacher agency through a variety of types of empirical data. It also demonstrates the use of different methodologies or analytic tools to study the multidimensional, dynamic and complex nature of second/foreign language teacher agency. The chapters draw on a range of theories and approaches to language teacher agency (including ecological theory, positioning theory, complexity theory and actor-network theory) that expand our understanding of the concept, while at the same time presenting various analytic approaches such as discourse studies and narrative inquiry. Abstract

Sponsored by the Council on Disaster Risk Management Sea Level Rise and Coastal Infrastructure: Prediction, Risks, and Solutions analyzes the challenges posed by rising sea levels and climate change. Scientists estimate that global sea levels could rise by as much as 20 feet in this century, directly affecting about 100 million people worldwide. Although the problems stemming from higher sea levels are formidable, immediate actions can be identified and executed to lessen the impact of rising waters on coastal infrastructure and communities. Using a risk analysis and management framework, each chapter in this volume focuses on a facet of sea level rise, examining its associated risks and assessing its socioeconomic impact. From this information, appropriate long-term measures and mitigation strategies can be developed. Chapters consider such questions as: How can we model the impact of rising sea levels and increasingly intense tropical storms on coastal infrastructure? What strategies can be phased in to improve new construction? How can existing infrastructure best be targeted for retrofitting?
